这句话当中,based on the recent decline in enrollment 是状语.其中的非谓语动词based on必然有它的逻辑主语,就是主句当中的主语the admissions office.
而based on 既然用了-ed的形式,说明逻辑主语是承受base on这个动作的,那就意味着admissions office (招生办公室) 被 根据录取率下降,来重新评估招生策略.这就说不通了.
可以改为:
Considering the recent decline...the admissions office...considering由于用了ing的形式,逻辑主语可以主动发出consider这个动作,没有问题.
或者改为
Based on the recent decline in enrollment,the recruitment strategies should be reevaluated by the admissions office.
这里的逻辑主语变成了 recruitment strategies 它可以承受base on 这个动作,也没有问题.
