When we visited the site for the first time,we were fascinated by the landscape of the Inland Sea of Japan.Our theme in architecture was to abstract this characteristic view of this area,which consists of roofs and tiles,and to incorporate it into the building.We made an attempt to bring in the structure of the landscape to the detail of the roof,by abstracting and fractionalizing the sight into particles.However,it was not ‘copying and pasting’ of the scenery around it.We aimed at an architecture that gently floats up to the surface,while blending in with the environment.Although the scale of the Civic Centre is different from the houses around it,they still share the particles – roof-tiles – which form the buildings,and this is one of the strong points of Japanese tiled roof.The roof itself can be massive,but having the same particles as other buildings can remove its sense of pressure.So from the very beginning we emphasized on using authentic tiles.Authentic tile (plain rectangular tile and hollow semi circular tile are used alternately) is distinct as a particle (grain),and when used as louver,the space between tiles could be obscured.Starting with the planning of the whole volume has been customarily the order of designing,but we worked in the opposite way – deciding on the detail first.
