Gaps between the depressed procurement price and the market-clearing price,however,create a second avenue:black marketeering.
Rather then passively shipping undervalued raw materials to consumers in other localities,local government in raw material–producing regions could divert supplies away from the state allocation system and sell them instead to buyers willing to pay the market-clearing price,which will be inflated above the fixed price by both price-inflated demand and by shortages induced by price deflation.
Black-market prices will be further inflated by rising demand by consumers ineligible for “in-plan allocations” of input.
