填where,但是that可用作关系副词,代替where,when 或why引导从句并且可以省略,那为什么这里不行?

朋友说的情况是在先行词是the place / time 时可将对应的关系副词where /when 用that来代替的,可不要弄混了啊!只有先行词是the place ,the time ,the reason时可以互换？朋友说的我不太懂，我的意思是当你说的那几个做先行词时，他们的关系副词where，when，why可以用that（此时是副词）来代替，其他情况不行啦，记好哦。
