I think the reason that people steal is that he/she doesn't have enough money.In addition,when he/she sees something good and he wants it to be his,he will probably steal it.
As far as i am concerned,stealing is not a goog behaviour.It causes other people's loss both practically and emotionally.So when we see someone stealing things,we should prevent the thief or call the police right away.
