wished后面从句的时态问题
Because of Typhoon Sea Swallow this november in 2013,some citizens in the coastal city wished they ________ the inland area immediately.
是could move to还是could have moved to?
我想,这里表示“当时还没搬走”所以不需要用have done,但是wish的从句不是一般和主句不一致吗?
