1. 先上你们大学的图书馆网页，找database, 然后找到CQ Researchers Archive，关键词里输入US Foreign policy. 然后CQ researcher 会给你一个full report. 在pro/con 下面，你会看到正反双方对美国的对外政策的辩论。 如果你们学校没有CQ Researcher, 这个我深表怀疑，可以到procon.org 上找同一主题。
这一步的作用是，找灵感，知道大概该怎么确立中心思想和观点。同时，上面关键词很多都会出现。
2. 读完正反双方的论点后，想想你的观点，你是怎么看待的，为什么这么看，有什么可以support 你的观点。
3. 在读上面文摘的过程中，如果遇到上面的关键词，务必搜一搜，究竟这个政策或者这个术语描述了谁做了什么？
4. 然后可以开始写了。也可以边读上面的材料，边开始写。
第一段要有thesis statement, 表明你的观点。我认为美国在19世纪末的外交政策是提高了美国的国际地位(or not), 对美国发展有(or not)深远的影响。
第二段到第三四段就应该逐条摆出你的论点。比如Open Door policy起到了提高美国国际地位的作用，但是...起到了反作用。然后花五六句解释open door policy 的background, goal, results.
5. 写完了，再回顾一下，是否你的essay完成了your instructor设定的目标：你熟悉这些外交事件，而且你知道这些政策的作用、结果、影响，最后你还表达了对这些政策自己的看法。
