The most common method in which an amendment may be approved is achieved by having a proposal approved by a two-thirds vote in each House of Congress (the Senate and the House of Representatives) and ratified by three-fourths of the State Legislatures.可以能用中文把这个过程给我说说吗？比如先提交给哪个院？经过审核又提交给哪个院之类的。。英文有点太笼统了，可能我也没想到3，40字也就这么一点内容提议需要被参议院和众议院两方都要以至少三分之二的票数通过。通过后再由所有的州议会评判,至少四分之三的州议会通过后即算批准了。如此批准后就算是ratified amendments, 就开始生效了。
