No, they should not. Young children may lose their mobile phones easily, and that is a waste of their parents' money. They may also abuse the use of it - the main objective of parents letting their kids have phones is to know of their whereabouts, but children may use them to send text messages, spam their friends, earn money or cheat in examinations. Children are bound to learn the cons of phones from their fellow friends and this could bring inconvenience to the parents if their child got into trouble.
