这是因为语法规定
当指物的先行词前有only most 序数词 等词修饰时
关系代词只能用 that
要是先行词是指人的 话
那就只能用who 了

因为后面那个定语从句中动词see是及物动词也就是说必须加宾语，而that（或which)就作了see的宾语，选where的话句子成分就不全了呀，可是这个定语从句修饰的名词place前面有*修饰，这是不能用which而只能选that

先行词place在定语从句中做seen的宾语而非地点状语，如果做地点状语的话就要选where了。
