It's a diffcult question,so it's quite impossible for the little to answer it.问号那应该填too还是rather.为什么呢?

too做为副词用法特殊,修饰形容词时,只能直接跟在 be 动词后面,如：it is too cold.而没有 It is a too cold night.只能说 the night is too cold.而rather没有这种特殊用法,做副词的时候,只要放在形容词前面就可以了...
