one would expect这里one指代后面要讲到的东西，而且表示强调后面我要说的事情是would expect的。
英语里习惯把重点或者想要强调的东西放在句子前面，但是有时候想强调的东西太长了，放在前面会造成头重脚轻，所以用one来代替。
比如你自己举的第二个例子，原本的句型应该是next words to be 'so I cannot comment.' would expect。
