1 这里是主动表被动，英语中这样的例子很多的。
need doing=need to be done
例如 My watch needs repairing.
= My watch needs to be repaired.
The outfit needs washing.
=The outfit needs to be washed.
每小时车间里的空气都需要更换几次。
2这句话完整的可以这么说。
His friends had heard that Easton had got promoted.
His friends came to congratulate him on that.
所以要填的其主语是His friends，故不可以用被动。A,B显然不对。
C是一种目的状语，不合句意的。 故选择D。
听到Easton得到提升，他的朋友们都来向他祝贺。

1. 就算表示被换，need 也不可能加分词being。need这个词一般只可以用need to do(作为一般的动词) 或者 need do（作为情态动词），而此处用了needs，是第三人称单数，情态动词是没有这种变化的，所以显然是作为一般动词，所以要加to charge
2.首先，主语是他的朋友，是他的朋友听说他get promoted了，所以祝贺他，当然不是被动，这个是一定的。
第二，是时间先后顺序，所以用完成时应该没有太大问题。
第三，to do一般是表示目的的。
