to prevent a fire,we have to control the 3 above facts
1st,oxygen,it's always in the air,but in some case,we can use CO2.
2nd,fuel,such thing should be under strict control,and the room to keep such dangerous materials must fulfill the limits of law and regulations.for example,it should be equipped with fire detectors and alarm system,better with a auto-controlled extinguishing system.
