如果句子结构完整，就加when!

那要看the time 在从句中做什么成分：例如
I never forgot the time (when)he died. 在这个里面它是做状语，所以用 when.
I like the time (that) he spent with me.在这里它是做宾语，所以用that。
但是你给的句子是一个特殊情况，它是强调句型要用that结构是：it was +被强调部分+that+其他

一般情况下是用when 的，你的例句当中是用that，因为这是个强调句，要用that的，强调了是你的第一次。

that 固定句型

It was the first time that I had been to Beijing.

只有the time的时候用when,如：
I will never forget the time when I spent with you.我永远也不会忘记和你一起度过的时光.
如果是有序数词the first,就只能用that了,在定语从句中,如果先行词有序数词,形容词*,不定代词,或是表示唯一概念的“the very,the only"时,或是先行词既有人又有物时,关系词只能用”that".
所以应该是:It was the first time that I had been to Beijing.

It was the first time “that” I had been to Beijing.
定语从句中，when 是关系副词。

其实一般而言，the time 大致等于 when。
eg ，I can't wait till the time when he come back。

这句中when 是可以省掉的。所以一般判断 the time 后面加 that 比较多。
