我选的是E,我觉得又表示转折的意思,我需要详解,
还有一个问题：就是E中的one和another是不是不能指代companies里的某一成员?

这句话考查两点
1.for all 的含义
fall all 表示“尽管”,例如：
For all her wealth,she is not happy.
她虽然很富有,但并不幸福.
所以C是肯定不对的.
2.talk的含义
talk不仅可以表示“交谈”,“谈判”,还可以表示“讲话,说话”.
这句话意思是那些大公司只是口头说说,并没有付诸实际行动.talk在这里并不涉及“讨论”的意思,所以不能选E.E中因为有between..and,talk就成了“交谈”了,和题意相悖.
