关于scarcely放句首倒不倒装的问题

scarcely用在句子开头,和when搭配使用时,并表示“一……就”,才会引起倒装.如：
Scarcely had I sat down to eat when the phone rang.
（我刚坐下来吃饭,电话就响了.）
Scarcely a day passes now without some sort of incident involving the old lady.
这个句子中的scarcely显然没有表示“一……就”.
