但是who用在there be句型中，只能修饰人

两句没有冲突,第二句用that引导也是可以的,that既指代人也指代物
不过第二句虽然语法没有错误但是不常用,一般第二个例子都是使用强调句的句式：It is the man who wants to see you.用who引导来强调[人],强调句里以人为主语的时候就不常用that引导了.
