应该选A吧，好长时间没有接触英语了，不太肯定，我觉得这里应该是with的复合结构
because是连词，其后应该跟一个完整的句子
如果用having和being的话，主语应该是the dogs，这样的话翻译不通顺，而且句子的结构也不对。
以上只是个人的看法，仅供参考。ps：我也是来学习的
