usps显示customs clearance是否是被海关扣留了?

usps显示customs clearance是否是被海关扣留了?
通过usps从美国寄了东西回来,23号就显示customs clearance,至今9天了仍然是这个状态,不知道是不是被我国海关给扣留了,请问如果是,一般是怎么处理呢?
